I think Hill looks TERRIBLE (I mean granted she has just been dealt a massivly humiliating punch hearing that your idiot husband has been caught with the pudgey intern)

Well when you think about it it makes complete sense.
Blue is a calming colour, it makes the wearer seem in control of themselves.
I think the red in the mens ties signifies power, that they still have what it takes to "get the job done" without being ostentacious (sp?)
By having the woman in blue, it makes her seem calm, rational, she's not going to fly off the handle and make more of a "scene" than is already created, she's meant to be the picture of stalwart stability and normality. Blue will give that to her.
Imagine if one of the women was wearing a red jacket? She would be seen as racy and domineering. Her presence is meant to reassure the public, tacitly, that her man is still capable, while being human (hence tears).
If she wore a pink jacket? Too cutesy. Black, too severe and somber, like she was at the funeral of her husbands career.
Now, imagine the message gold lame would send.
